The Global Patent Power Shift: Why Chinese Tech Companies Are Licensing Innovation To The West

One of the clearest signs that global technology power is shifting can be found in an unlikely place: the fine print of patent licensing agreements.
A new multi-year global patent cross-licensing agreement between Huawei and HP Inc., covering certain Huawei Wi-Fi patents used in HP computers and peripherals, offers a telling example. A Chinese technology company is licensing core connectivity intellectual property to one of America’s best-known technology brands.
That relationship captures a much bigger change taking place across the global innovation economy. For decades, the dominant perception was that advanced technologies flowed primarily from Western companies toward Asian manufacturers. Today, intellectual property is increasingly moving in multiple directions, and Chinese companies are becoming important technology licensors to Western businesses.

The Patent Map Is Being Redrawn
The numbers behind this shift are striking. According to the World Intellectual Property Organization, China’s intellectual property office received around 1.8 million patent applications in 2024, representing almost half of all patent applications worldwide. Patent offices across Asia received around 70% of global applications. A decade earlier, Asia accounted for 60%.
Patent counts are an imperfect measure of innovation quality, of course. International filings give us another useful signal. According to WIPO data, China filed 73,718 international patent applications through the Patent Cooperation Treaty system in 2025, more than any other country. Huawei remained the world’s largest corporate PCT applicant, while battery giant CATL ranked among the leading global applicants.
Huawei’s own portfolio illustrates the scale involved. According to Huawei’s intellectual property data, by the end of 2025 the company held more than 165,000 active patents worldwide, including more than 30,000 granted patents in the United States and around 20,000 in Europe. Huawei invested CNY192.3 billion in R&D during 2025, equivalent to 21.8% of its annual revenue.
The commercial impact of that research is increasingly visible through licensing. Huawei says it has signed more than 260 patent licensing and cross-license agreements with major technology companies around the world.
In 2024 alone, Huawei generated approximately $630 million from patent licensing. By the end of 2025, more than 3.2 billion 5G devices had been licensed under its patents, alongside more than 1.6 billion consumer electronics devices using licensed Huawei Wi-Fi technologies, according to the company’s intellectual property update.
As Huawei Chief Intellectual Property Officer Alan Fan put it, “When we receive hundreds of millions of dollars in royalties every year, that is recognition from the industry.”
From Manufacturing Powerhouse To Technology Licensor
Huawei provides one of the clearest examples, although the wider shift reaches well beyond telecommunications.
In 2024, Huawei signed a multi-year patent licensing agreement with Amazon, resolving litigation around technologies including Wi-Fi and video playback. Huawei has also established global cross-licensing relationships with companies such as Ericsson and Sharp.
DJI offers another model. The Chinese drone manufacturer entered into a technology licensing agreement with Texas-based Anzu Robotics covering specifications related to DJI’s Mavic 3 Enterprise products and associated intellectual property. As DJI has explained publicly, Anzu used that licensed technology for its Raptor drone platforms, with manufacturing taking place in Malaysia.
Then there is CATL, the Chinese battery company whose technology is becoming increasingly important to the Western automotive industry. Ford is building its Michigan battery operation around CATL technology under a licensing arrangement, allowing the American automaker to manufacture lithium iron phosphate batteries in the United States.
CATL has also pursued a technology licensing model with Tesla for battery production in Nevada, another indication that Chinese battery expertise is increasingly being commercialized through Western manufacturing operations.
These examples span very different industries, yet the underlying business model is similar. Chinese companies have accumulated valuable intellectual property, and Western companies are willing to pay for access when that technology gives them a competitive advantage.
What The Shift Means For Business
Western companies remain formidable sources of innovation. The important change is that technological leadership is becoming more geographically distributed.
For business leaders, this changes how we should think about China’s role in global technology. China remains a manufacturing powerhouse, while its influence increasingly comes from inventions and intellectual property that can be commercialized across international markets.
Licensing also provides Chinese technology companies with a route into markets where direct expansion may face political or regulatory barriers. For Western companies, licensing can provide faster access to mature technology while supporting localized manufacturing.
The flow of intellectual property therefore offers a useful indicator of where technology power is heading. Factories tell us where products are made. Patents increasingly tell us where some of the bargaining power behind those products resides.
And today, that map looks very different from the one many business leaders grew up with.
